Robert S. Fuller has m ore than 40 years of law enforcement experience. He began
his career with the Pacific Grove Police Department in 1968. He rose to the rank
of Lieutenant and in 1978 left Pacific Grove to accept the position of Chief of
Police for the City of Galt, Ca.
Upon
joining the California Commission on Peace Officer Standards and Training (POST)
in 1983 Mr. Fuller was assigned to the Management Counseling Bureau. In this
capacity, he consulted to over 250 California law enforcement agencies and was
considered an expert in law enforcement operations and management. Mr. Fuller
specialized in organizational development, property and evidence systems and
procedures, police records management and patrol staffing and deployment. Mr.
Fuller was the original co-author of the POST publication on Property and
Evidence and the Records Supervisors manual. He also served on numerous law
enforcement committees and provided training to law enforcement officers on
various topics.
Mr.
Fuller also served as the POST Bureau Chief of the Basic Training Bureau and was
responsible for course curriculum for the 36 basic police academies in
California. He was then assigned as the Bureau Chief of the POST Center for
Leadership Development and managed the operations of the POST Command College,
Supervisory Leadership Institute, Executive, Management and Supervisory training
courses and other specialized programs.
Upon
retirement from POST, Mr. Fuller consulted nationwide and owns a private
investigation and security firm. Mr. Fuller also served as an Adjunct Professor
and taught graduate courses in strategic planning, management and other related
topics. He provides consulting services to the State of California relating to
law enforcement issues and consults to small businesses in the private sector
specializing in business planning, management, and process implementation.
Mr.
Fuller earned a Bachelor of Arts degree in Administration of Justice and a
Masters Degree in Public Administration from Golden Gate University, San
Francisco, Ca. He holds Ca. POST Management and Executive Certificates along
with numerous additional training and educational certificates. He is currently
a member of the International Association of Chiefs of Police, the California
Police Chiefs Association, California Peace Officers Association, Association of
Threat Assessment Professionals, National Council Investigative and Security
Services. Mr. Fuller is also a member of the American Society of Industrial
Security, International and holds the esteemed Certified Protection Professional
(CPP) certification.
